Prior to retirement, Harmon was employed by Westinghouse in East Pittsburgh. He was a member of the First United Methodist Church of Manor. He was a district magistrate from 1970 to 1976, Harmon was very active in local school administration where he was a member of the Manor School Board as well, a former president and member of the Hempfield School Board for 30 years, a former president of the Westmoreland County School Board, and former chairman of the Westmoreland County Vocational and Technical School.
Harmon and Dorothy had five grandchildren and five great grandchildren.
Harmon married Dorothy Steiner.
